Effective Evaluation of Military Personnel Offices--A New Concept.

Abstract

The paper examines the Army's current Command Personnel Management Inspection (CPMI) system with a view to proposing a more viable concept. Problems inherent in the CPMI system are discussed along with those of related inspection systems. A new personnel assistance visit concept for evaluating military personnel offices is proposed, to include three alternatives for consideration of the appropriate command level at which the system should operate. Analysis of these reveals that the new personnel assistance system concept will operate most effectively using the combination alternative, with personnel assistance teams operated both by selected major commands and the USA Military Personnel Center.
