Abstract

The document is a manual designed to help Army personnel assess construction activities for preparation and review of Environmental Impact Assessments (EIA) and Environmental Impact Statements (EIS) by means of the Environmental Impact Computer System (EICS). This system has been developed and maintained by the U.S. Army Construction Engineering Research Laboratory (CERL).
