The Implications of Industrial Democracy for the United States Navy.

Abstract

The purpose of this report is to equip the United States Navy with information about trends in labor-management relations which may affect command and leadership in the Navy. It begins by describing the context in which collective action by labor evolved into our present system of industrial democracy. The authors then present in detail the development of the Federal labor relations system for non-uniformed employees. The pressures toward unionization and the results of those pressures for public sector employees - teachers, police and firemen - are presented next. Finally, the European experience with unions of uniformed military personnel is discussed.
