RAND Work in Elementary and Secondary Education: A Representative Selection,

Abstract

Rand has been working on problems of education on a substantial scale since 1969. This report summarizes the nature and aims of one aspect of that work--studies of elementary and secondary education--and also describes in some detail three representative Rand analyses in this field. Educational vouchers and performance contracting are two innovative approaches to educational reform. Rand is playing a major role in evaluating how well they will be able to improve educational effectiveness and enhance parents' and children's satisfaction with their schools.
