Admiral of the Fleet of the Soviet Union, Sergei G. Gorshkov, An Operational Code and Thematic Analysis.

Abstract

The thesis explores the utility and relevance of employing the operational code construct on a contemporary military figure: Admiral Sergei Gorshkov. Due to his demonstrated ability, unprecedented tenure, and political base, Gorshkov has assumed the position as preeminent spokesman for Soviet sea power. Content analysis of 113 of Gorshkov's public statements (July 1955 to July 1974) forms the basis for his operational code. This code provides rare insight into the Admiral's decision-making process. It also serves as a tool for forecasting Gorshkov's future actions.
