Disaster Preparedness: A Practical Role for Civil Affairs.

Abstract

Civil Affairs (CA) units are uniquely equipped to render practical assistance in natural disasters. The Disaster Assistance Survey Teams (DASTs) perform ground reconnaisance, in order to provide the Army Commander with accurate and timely data regarding the extent of the disaster. In addition, the DASTs will also conduct on-site planning in areas of potential danger. The study examines the military responsibility in natural disasters, the concept of the DAST, why CA units should be given primary responsibility by the Army Commander to conduct disaster planning and on-site damage assessment and, finally, some problems involved in the implementation of proposals.
