Cabling the City: A Federal Urban Innovation,

Abstract

The urban innovation process can be heavily controlled by federal actions. In the case of cable television, those actions have been direct and probably quite obvious. In the case of organizational changes in other services that occur within the municipal bureaucracy but are influenced by the availability of federal monies or the federal eligibility requirements for clients, the actions are not so direct and often difficult to identify. Any analysis of the urban innovation process must make a conscientious attempt to determine the federal role, if any.
