Improved Management of GOCO Plants Through Contract Provisions.
Abstract
The study reviews the nature of GOCO(Government Owned Contractor Operated) contracting, factors which inhibit the development and application of effective solutions, and ARMCOM's efforts to improve GOCO contracting. The study analyzes the major problem areas of GOCO contracting, namely, the instability of requirements, inappropriate contractual arrangements, and 'funds control' as opposed to 'cost control.' The study concludes that improved management of GOCO plants through contract provisions is viable only insofar as the contract provisions serve as a vehicle for achieving better management; contract provisions cannot function as substitutes for active management. Recognizing that changes to the current GOCO contracting philosophy are not apt to occur, partial remedies are suggested as a means of improving the management of GOCO plant and motivating GOCO contractors within, for the most part, the existing GOCO contracting philosophy.
