An Analysis of the Army's Procurement of Non-personal Contractual Services with Emphasis on Housekeeping Services.

Abstract

This report concerns the need for the Department of the Army to have a better knowledge of the effectiveness of its services contracting practices and procedures. The objectives of the study were to analyze the organizational structure and methods used by Army procurement offices in procurement of nonpersonal contractual services and then to determine what changes, if any, should be made to existing organizations and methods. Recommendations are made in the report for improvement in methods and training and for changes in the organization to effectively accomplish the procurement mission.
