A Proposed System Effectiveness Evaluation Method for New or Existing Shipboard Systems,

Abstract

This report describes a proposed simple, yet effective, method of evaluating the cost effectiveness and dependability of virtually any type of mechanical, electrical, or electronic system currently used (or proposed) in the U.S. Navy. Properly used, it also provides a management tool to be used by project managers in determining cost versus efficiency tradeoffs - before committing large sums of money. This methodology uses easily computerized mathematics and readily available operating data.
