Report to the President and the Secretary of Defense on the Department of Defense by the Blue Ribbon Defense Panel

Abstract

The purpose of the summary is to provide a quick review of the six- chapter report resulting from the year-long study by the Blue Ribbon Defense Panel. The general scope of the Panel was to study, report and make recommendations on: (1) The organization and management of the Department of Defense, including the Joint Chiefs of Staff, the Defense Agencies and the Military Services, as it affects the Department's mission performance, decision- making process, the command and control function and facilities, and the coordination with other governmental departments and agencies, with emphasis on the responsiveness to the requirements of the President and the Secretary of Defense. (2) The Defense research and development efforts from the standpoints of mission fulfillments, costs, organization, time and interrelation with the scientific and industrial community. (3) The Defense procurement policies and practices, particularly as they relate to costs, time and quality.
