Centralization and Vigor Part II: Organization and Funding of Research in France,

Abstract

French scientific activity is characterized by centralization of planning, administration and funding, together with a vigor resulting from a highly developed research infrastructure of cross-Ministry, interdisciplinary work flow and communication, together with a mix of longevity funding and specific project support. Major features of the current French National Plan, the Sixth Plan, are summarized as they affect research. National organization for research, centered on a controlling agency in the Ministry of Industry and Trade is outlined. Funding by Ministry and by field of research for 1974 is given, togehter with illustrations of organization and infrastructure including the computer industry and oceanography.
