Army Research and Development - A New Money Game.

Abstract

The paper examines the impacts that the Congressional Budget and Impoundment Act of 1974 may have on the Army's Research and Development Appropriation. The history behind the Act, an explanation of the Act, an explanation of the Army's Research and Development Appropriation process, the impacts that the Act may have on that process, and finally conclusions and recommendations on the subject are provided. The paper recommends that the Deputy Chief of Staff for Research, Development, and Acquisition consider implementing a series of studies, examination, or investigations concerning: informational support of, and liaison with, the Congressional committees, their staffs, and supporting agencies; and possible changes in procedures supporting the budget formulation and justification process of the Army's Research and Development Appropriation.
