Development of Unit Performance Effectiveness Measures Using Delphi Procedures

Abstract

A research effort to develop measures of effectiveness for unit performance was undertaken in support of the Marine Corps Tactical Warfare Analysis and Evaluation System (TWAES) requirements. The DELPHI, a technique for eliciting judgements, was used as the primary research approach. Performance evaluation items of both a contextual and response nature were developed. These items were tentatively categorized by unit level and type of performance.
