The Application of Clustering Techniques to Enlisted Force Management.

Abstract

A rationale, a set of objectives, and a philosophy of application for the employment of clustering analysis in problem solving for Naval enlisted force management planning are presented after a brief introduction to clustering techniques and philosophy in other fields. New similarity measures based on costing deviations of the actual enlisted force structure from an ideal force structure are proposed and shown superior to the traditional similarity measures. Special concepts and considerations related to clustering in enlisted force management planning are discussed.
