The Informational Differences Between the Department of Defense Sponsored and Civilian-Sponsored Management Information Systems.

Abstract

The Department of Defense has established an elaborate set of criteria (Cost/Schedule Control System Criteria - C/SCSC) which must be satisfied by a contractor's management information system before the award of a major weapon system contract. Meanwhile, many of these contractors continue to use much less elaborate, but not necessarily less effective, privately developed information systems to manage equivalent major non-military projects. In many cases, the contractor actually manages the weapon system contract with his own system, supporting the government system simply to satisfy contractual requirements. This research is a first step in analyzing the need for such an elaborate DOD criteria.
