An Analysis of the Opinions of Air Force and Defense Supply Agency Property Administrators Concerning Methods to Manage Government Furnished Property.

Abstract

Congress and the General Accounting Office have charged that the current Department of Defense policy of supplying contractors with rent-free Government facilities for use on Government contracts is an expensive-to-administer program, filled with ambiguous and shared responsibilities. Studies of the program have identified six major problem areas and two recommended changes. A research team at the Air Force Institute of Technology recommended extensive revision of the Armed Services Procurement Regulation, and the Logistics Management Institute, in two Department of Defense contracted studies, recommended implementation of a policy of rent-across-the-board. To determine the validity of the identified problem areas, the authors surveyed a sample of Defense Supply Agency and Air Force Property Administrators.
