An Analyst's View of the Uses and Abuses of Modeling for Decisionmaking,

Abstract

The report discusses the question of whether or not models, simulations, and games (MSGs) are being used to advantage by policymakers. Although these techniques are being used extensively, close inspection of much of the activity reveals a divergence between those who build MSGs and those who use them for policy making. Users are characterized as inadequately trained to know what they are buying; the experts responsible for the models are criticized for not assuming responsibility for their products. Ameliorative measures are suggested.
