The Prospects of Soviet-American Alliance.

Abstract

This memorandum observes that many changes which bear on the utility and viability of alliances have taken place in the last quarter century, including an explosion of national entities, recovery of the economies of nations devastated by the war, population growth, nuclear proliferation, decline of ideologies, increased competition for resources, the demise of colonial empires, and the practical failure of international organizations. These factors indicate a reevaluation and possible restructuring of existing alliances will be forthcoming. How the relationships between the Unitd States and Soviet Union might be affected is considered, as well as possible joint actions by the superpowers to influence the behavior of other nations.
