Abstract
The report contains an extensive description and analysis of the Clemency Board's activities during the year of its existence. Although the report does not contain any formal recommendations, it chronicles and describes the issues the Board faced in implementing the President's program of earned re- entry for those who failed to comply with military or Selective Service requirements during the Vietnam period.
