Intergovernmental Relations in Energy Policy, or How to Get Along with the In-Laws,
Abstract
The following are among the author's recommendations: Wherever possible, federal policy planners should resist the temptation to preempt state action; The $10 million FEA grant program is critical in establishing continuing working relations with states, regions, and localities, and in priming the pump for a necessarily larger joint planning program thereafter; Regional or public access to Project Independence Blueprint computer models would be beneficial; Critical planning problems are often regional or interregional (e.g., PAD Districts I, III, V for offshore drilling, and state decisions on synthetic gas and coal involve interregional dependencies); and Productive results can be anticipated from joint federal/interstate-regional, and federal/intrastate-regional energy planning, in addition to FEA grants at the state level.
