Integrated Tactical Communications System. Task XV. System Evaluation Process.

Abstract

Task III of the INTACS project developed the methodology to determine the cost effectiveness of a tactical communications system. This methodology is comprehensive, detailed, and requires months for the analysis of a single communications system. Fifty-three individual Measures of Effectiveness (MOE) are calculated, together with a Life Cycle Cost (LCC) for the system. Since there are occasions when the results are needed in a matter of days or hours, rather than months, a means of speeding up the process was required. This faster procedure, called the System Evaluation Process (SEP), is the subject of this Task XV Report. The cost and effectiveness determinations are described in detail, and examples of their use are presented. These examples were taken from Volume IV of the INTACS Task V Report, which has been approved by the SAG.
