Bureaucracy, Policy, and Change: The Impact of Environmentalism in the Corps of Engineers.

Abstract

This report discusses the difficulties encountered by a government agency in responding to requirements of environmental legislation. The report presents an overview of the agency's physical potential to meet the requirements and the changes that have been made at all levels in the organization. An analysis of the Corps' environmental program, including a sampling of organizational changes and attitudes, is also included.
