Abstract
Knowledge of how personnel differences are likely to contribute to effectiveness differences is necessary for rigorous analysis of Navy policies regarding the level of manning, recruitment, assignment, rotation, and pay. The paper focuses on maintenance as an activity contributing to effectiveness.
