Cost Effectiveness Program Plan for Joint Tactical Communications. Volume IA. Management Overview.

Abstract

The report presents an overview for management purposes of a program to develop and implement concepts of cost effectiveness analysis to be used for architectural design, integrated logistic support, economic analyses, and equipment program trade-off studies involved in the development and acquisition of joint tactical communication systems, subsystems, and equipment. The fundamental concepts used for estimating life cycle costs and measures of effectiveness of TRI-TAC development and acquisition programs are briefly described. The report also presents a plan of action involving the Services/Agencies which is necessary to implement these cost effectiveness concepts and methodologies.
