International and Technology Transfers: Who Safeguards our Technology.

Abstract

United States advanced technology is a national valuable. It is also a prime commodity which is transferred throughout the world with reckless abandon. Such transfers have concerned Congress. They have also been encouraged by the Executive Department. Technology transfers to the USSR and other Communist countries are occurring as a consequence, or worse, as a price for detente. The risk to the nation that technology will be transferred for inadequate consideration should not be ignored because our achievements can be dissipated. This essay explores some of the transfer methods and their potential impact on the nations security. (Author)
