If Johnny comes Marching Home - What then NATO.
Abstract
Pressures have been building in the United States for a reduction of U.S. force levels in Western Europe. It is likely that such reductions will eventually occur either unilaterally or through MBFR negotiations. The possible reactions of the NATO allies and the Warsaw Pact to such reductions were examined. Regardless of how the reductions occur, a strong NATO will still be required. The U.S. commitment to NATO must continue to contain substantial, balanced conventional forces, as well as tactical and strategic nuclear forces. The NATO command structure will require reorganization and a concerted effort needs to be made to bring France back to full military participation. Planning, in close coordination with NATO, to accommodate the reductions and to maintain NATO must be accomplished.
