Freedom of Information or Suppression of Communication,

Abstract

The basic question is whether the Army can continue to effectively perform certain unique internal management and investigative functions, particularly those performed under the cognizance of the Inspector General and Auditor General, in light of the Freedom of Information Act and its amendments. The impact of the law and a projection of the effects are examined. Information was obtained through literature search and limited interview. Analysis of the limited experience with the act and the projected impact indicate a degradation in the capability of identifying, preventing and correcting problems, to the detriment of management and the welfare of the soldier. Certain changes in current procedures as well as legislative relief are recommended as means of preventing this detrimental effect.
