A Study of External Training Settings Available to Diffuse Civil Preparedness Public Instruction.

Abstract

The project reported here has been supported by Defense Civil Preparedness Agency (DCPA) of the Department of Defense and explored the feasibility of involving various educational or training agencies in civil preparedness public education. The objectives of the project were: (1) to determine, through comparative analysis, areas of overlap between the goals of DCPA and goals of other (external) educational or training agencies; (2) based on goals analysis, to select two agencies for feasibility study; (3) to study the feasibility of the involvement of these agencies as external training systems to attend to DCPA public education goals; (4) to develop a general framework for linkage arrangements between the programs of these agencies and DCPA public education programs; (5) to identify alternative strategies potentially available for linking or coupling DCPA civil preparedness content with programs of the identified agencies; and (6) to make recommendations for further work in the Public Education Program of DCPA. In the course of the project, the programs of the Boy Scouts of America and 4-H were analyzed and the feasibility of linking the programs of these External Training Systems (ETS) with DCPA was studied. It was found that, although different in a variety of ways, the programs of both ETS's are compatible with the Public Education Program of DCPA and offer solid potential for diffusing DCPA public instruction.
