Abstract
The subject industry is made up of disparate parts: its institutions range from pure social science analysis of urban problems, to hardware-oriented systems engineering, to electronic design for defense systems; from very small to very large organizations; from highly institutionalized to quite short-lived operations. These differences among the constituent firms of the industry are themselves important and deserve some consideration.
