Alternatives to Overseas Bases,
Abstract
Overseas bases have been attacked because they are expensive, because they create political problems, and because they may be provocative to our enemies. As a consequence of these various factors, U.S. planners, politicians, and budget makers will be searching for alternatives to these overseas bases. The paper examines three major alternatives as substitutes for overseas bases.
