A Revised Structure for Base Operation Support - Unification or Consolidation.
Abstract
This essay examines the need and possibility of consolidating common base operations support services within the Department of Defense. Present budget and management programs for base operations support were reviewed and existing shortcomings identified. Alternatives to present systems are proffered as a means of strengthening this important program area. Data were gathered using a literature search, personal expertise in the area, and personal interviews with Office of the Secretary of Defense officials. Congress, becoming increasingly sensitive to public pressure, will be influenced into arbitrary budget cuts by the endless criticisms of alleged DOD waste and duplication of base operations support. This fact makes it imperative that action be taken to centralize the fragmented responsibility for base operations support so that total costs, impacts, and management methodology may be analyzed in order to support decisions to economize and increase efficiency of operations. The OSD should establish a centralized organization in order to provide the necessary policy direction, as well as functional and command control to insure elimination of duplicative operations and establishment of the most efficient and economical organization. If positive changes to present and desired techniques are not accomplished, it can be expected that the initiative will be taken from DOD by Congress and result in legislative changes that could be extremely difficult to implement.
