Public Communications to Support Crisis Relocation Planning.

Abstract

Final report of a project to develop a prototype plan for public communications to support Crisis Relocation Planning. Report includes a review of the literature related to communications involved in large scale evacuations, formulation of communications requirements for CRP, and selection of appropriate public communications media. Public communications media include radio, television, newspapers, handouts, and special-purpose emergency information centers. Attached to the research report is a prototype public communications plan prepared for designated test-bed areas in Colorado, including: a state plan, a risk area plan (El Paso County-Colorado Springs), and a host area plan (Fremont County). Also included is a Planning Guide to assist other governmental organizations in developing their own plans. CRP plans are to be considered as addenda to Emergency Operations Plans.
