TORQUE (Technology or Research Quantitative Utility Evaluation). Volume I. Discussion of Procedure.

Abstract

TORQUE is a resources allocation system which applies analytical techniques to the determination of an optimized balanced research and exploratory development budget for each of the three Services of the Department of Defense. The TORQUE procedure has certain recognizable deficiencies. To evaluate the significance of these deficiencies as well as to determine the operational feasibility of the procedure, a limited field test was conducted. The documents provide guidance for the conduct of the test.
