Defense System Software Management Plan

Abstract

The sharply rising costs of software programs in the Defense System acquisition process, with respect to acquisition procedures, development and maintenance of such software, and the increasing importance of the software roles in the overall mission effectiveness of major Defense Systems constitute serious technical and management problems that must be solved if we are to have the Defense Systems that are needed for our national security. In an effort to provide solution to some of the key problems underlying Defense System software acquisition, management, coordination, and control, the DoD Software Management Steering Committee has formulated a comprehensive plan comprising policy, practice, procedure, and technology initiatives. The plan is described in detail in this document.
