Soviet and Japanese Interests in Joint Siberian Development.

Abstract

This paper examines economic and political factors bearing on Soviet and Japanese attitudes toward cooperative development of the natural resources of Siberia. The record of agreements concluded between 1962 and 1974 is presented, as well as a discussion of the incentives and disincentives affecting the decisions of the two principals and the uncertainties surrounding the direction and pace of future progress toward greater Japanese involvement in the development of Siberian resources. Considerable emphasis is placed on developments in the energy area. (Author)
