The Issue of Forward Based Systems in Arms Control Negotiations.

Abstract

This study analyzes the role of the forward based systems (FBS) issue in Soviet negotiating strategy in the Strategic Arms Limitation Talks. It further analyzes Soviet objectives in Europe, the role of the Conference on Security and Cooperation in Europe (CSCE) and mutual balanced force reduction (MBFR), and the possibility that the USSR may raise the FBS at the MBFR talks. Finally, it analyzes the form of such an initiative, possible West European reactions, and possible U.S. options.
