A New Introduction for New Weapons.
Abstract
Since its initiation in the 1950's the Army's Research and Development program has followed an upward trend, both in emphasis and in funding. For the first time in its existence, the decade of the seventies has produced a reversal of that trend. This reversal in funding and emphasis has required an examination of the methods by which the Army conducts R and D. As a result, the Army formed the Army Materiel Acquisition Review Committee to assess the Army's current posture and recommend ways it can adjust in order to better perform the job of materiel acquisition. The recommendations of the committee in the areas of research and development will constitute definite improvements to the management system. The key recommendation was to form development centers from the existing laboratories and other R and D elements.
