The Foreign Area Officer Program. Volume 3. A Feedback System for the FAO Program

Abstract

This report presents the results of two related research tasks regarding the foreign area officer (FAO) program. Task I was to conduct 'a survey of actual on-the-job experiences of officers assigned to FAO billets, and those working with them, as these experiences serve to illuminate FAOP policy, operations, and training.' Task II was to design 'a monitoring system which will provide a regular and continuous feedback from this developing experience to all parts of the FAO Program and its environment.' The report is divided into three major sections. The first section deals with the development of HSR's survey feedback questionnaire, the prototype for the questionnaire to be used in the monitoring system. The second section describes the monitoring system itself. The third section considers the implications, for FAOP planning and training, of the data collected from the mail-out survey.
