OPMS Impact upon Army Logistics Schools.
Abstract
The Department of the Army is deliberately implementing the new Officer Personnel Management System by evolution rather than by abrupt change. Therefore, the impact upon the Army logistics schools will be spread over several years. Thus far, the existing schools have had a major role in developing the training plans to implement OMPS. This accounts, at least in part, for the conservative approach in implementing OPMS training. OPMS has resulted in a questioning of the length of the branch officer basic and advanced courses and of the Command and General Staff College resident course. Additional structuring and refinement of the Logistics Management specialty is required in order to improve the ability to determine logistics training requirements. Officer logistics training should be conducted concurrently with logistics training of civilian logistics personnel with whom they will serve as co-workers. To make logistics more coherent as a specialized activity of the Army, consideration should be given to the placement of the LOGC and the logistics branch schools under AMC. All logistics doctrine development and logistics training would then be under a single major command of the Army. (Author)
