A Framework for Computer Security (Revised Edition).

Abstract

This document presents: (a) an overview of the computer security problem; (b) an interrelated set of Axioms and Principles of Computer Security as the beginning of a top-down, structured approach to the computer security problem; and, (c) a discussion of the issues involved with using these axioms and principles as the basis for additional research leading to the development of guidelines, standards, and measures in the areas of: (1) system design and implementation; (2) procurement specifications and acceptance criteria; (3) daily operations; and, (4) assessment of existing systems (with a special emphasis on the attainment of an acceptable level of risk).
