Fleet Manpower Policy Study.

Abstract

The report analyzes the impact of ship manning policies and the operational environment of a ship on its ability to accomplish all required work load. It identifies, quantifies, and evaluates the principal factors that influence the accomplishment of total ship work load requirements, both in-port and at-sea, in a peacetime environment. It was prepared for the Deputy Chief of Naval Operations (Manpower).
