Abstract

This report describes a Research and Development Management Analysis Systems (RDMAS), developed and implemented in the Soils and Pavements Lab. of this Station (WES) during the period 1973-1976 as an extension of the WES Management Information System to provide closer control of the assigned research projects. The RDMAS provides a system of management tools and techniques for formulating research programs, initiating new research projects, determining the resources required/available to accomplish the effort, assessing the relative priority of competing items, evaluating technical productivity versus expenditure of funds, and monitoring participating elements on a continuous basis throughout the effort life. The report describes the general logic flow of the RDMAS in the basic text with details discussed in five instructional appendixes.
