Buy Now, Fly Later: Land Banking for Airport Development.

Abstract

Recent urban land development patterns and induced activity near busy U.S. airports have made the expansion of existing airports and the building of new airports near major population centers particularly difficult and expensive. It has been suggested that acquisition of land or development rights prior to actual airport capacity expansion needs would facilitate long run airport expansion. This report examines a number of techniques of advance land acquisition, and focuses on land banking as a tool for airport capacity expansion. The desirability and feasibility of land banking for airport development was assessed through questionnaires and interviews with the operators of airports in 30 small, medium, and large U.S. airport hubs. Alternative means of financing and administering airport land banking programs were evaluated, and the major issues to be included in an airport land banking legislative initiative were outlined.
