Planning/Programming/Budgeting System: 'The Only Game in Town'.

Abstract

This report discusses the Planning/Programming/Budgeting System (PPBS) from the viewpoint of an Air FOrce program manager. This discussion is focused on development programs and Research Development Test and Evaluation (RDT and E) funding. The HQ AFSC Budget Call process has been emphasized with the review process and evaluation techniques used by the headquarters receiving special attention. Attachments have been provided on some of the more pertinent aspects of the PPBS which might be of value to managers as reference material. (Author)
