Initiation of a Major Navy Program

Abstract

An overview of the systems acquisition process in the Department of Defense and the Department of the Navy is presented, based on a survey of DOD/ navy directives, instructions and other related documents. Special attention is given to identifying procedures, documentation and approval cycles at each level in the bureaucracy. Some of the key activities that must be accomplished during Concept Formulation are presented, with special attention given to the detailed information that must be developed in support of DSARC 1. A detailed account is given of the events leading up to the Program Initiation decision by the SECDEF, highlighting the DCP coordination at all levels in preparation for DSARC 1. Potential problems areas are discussed as they relate to four areas, namely: (1) organizational size and complexity, (2) funding considerations, (3) Concept Formulation authorization and funding, (4) preparation for DSARC 1. This report should be useful to those involved in the initiation of a new program within the Navy.
