Army Foreign Military Sales and Management Program.

Abstract

The Army participates in the sale of defense articles and services in accordance with the terms of DD Form 1513 (United States Department of Defense Offer and Acceptance), bilateral agreements, special sales agreements and/or cooperative logistics arrangements between the United States and each purchaser concerned. This study reviews the management and execution of FMS. The paper covers the following topics: (1) The channels used by foreign countries in requesting FMS from the Army; (2) The responsible Army Agencies; and (3) Managerial procedures used in the conduct of FMS. Trends and impacts are shown on the overall Army logistics system.
