Financial Management in the Strategic Systems Project Office.

Abstract

SSPO, the largest program office in the Navy and in existence for over 20 years, has perfected time tested financial management procedures which may serve as a model for the student of program management. This report presents an overview of the SSPO financial management concepts and general procedures. Included are the planning procedures, the method of handling potential known and unknown changes, and the principles of budget control. The policy, principle and guidance for each appropriation used by SSPO is described. Estimating procedures are presented vis-a-vis inflation, operation and engineering support, fixed and variable costs, and SPALTS with examples of an economic analysis and best estimate model appended. Finally, the Program/Budget schedule as well as procedures for preparation and review are described.
