Overview of Software Acquisition for Army Tactical Data Systems.

Abstract

The evolution of the AN/GSG-10 Tactical Fire Direction System (TACFIRE), AN/TSQ-73 Air Defense Command and Control System (Missile Minder) and the Tactical Operations System (TOS) is presented. Also, some observations/lessons learned during the development of each system are presented. A review of all Department of Defense publications governing software acquisition was not possible within the time available for the study. Therefore, the study effort was limited to identifying the current publications (i.e., regulations, pamphlets and military standards) that define the software acquisition process for Army tactical data systems. In most cases, the available publications pertain only to hardware and do not address software. The hardware principles of configuration management that are being tailored and refined to provide a means for the management of every detail of a software project are discussed.
