The Effect of Configuration Management on the Program Cost of the A-7D Aircraft.

Abstract

Too often, the stereotyped view of engineers and scientists is offered as the cause of out of control conditions resulting from excessive engineering changes and production line perturbations. The real cause of these problems is more likely the failure of management to exercise proper control through the application of high quality configuration management. The purpose of this study is to examine the techniques and procedures used by the Configuration Management Division of the A-7D System Program Office to keep changes and costs in balance despite the pressures exerted for change by various activities and events. The techniques described and the conclusions drawn will provide useful guidelines and a configuration management philosophy for use in any weapon system acquisition program.
